Yet far too many in rural and underserved communities struggle to access the capital they need to grow and thrive. By modernizing the SBIC program, this legislation will help funnel vital funding into our nation's small businesses—economic engines that drive innovation, create jobs, and strengthen supply chain resilience. This reform does not increase federal spending, taxpayer costs, or regulatory burdens—it's smart policy that expands opportunities to increase small business investment across America.

About the Investing in All of America Act

The Investing in All of America Act is bipartisan legislation designed to expand capital access for small businesses by increasing the amount of capital that Small Business Investment Companies (SBICs) have to invest in small businesses, particularly those in rural or low-income areas, in the manufacturing sector, and in industries critical to national security.

This is smart policy that helps small businesses access the capital they need to grow, particularly in underserved parts of the country, without new federal spending, regulations, or mandates.

Bill Status

The legislation passed the U.S. House of Representatives unanimously in April 2024, and attracted 15 cosponsors in the 118th Congress (10 Republicans, 5 Democrats), demonstrating overwhelming bipartisan support for expanding small business investment opportunities.

The bill would exempt investments in rural or low-income areas, domestic manufacturing, and industry sectors that are critical to national security from the leverage cap.
