Why This Legislation Is Needed
Small Business Investment Companies (SBICs) invest exclusively in American small businesses. Their leverage limits have not been updated since 2015 (single license) and 2018 (family of funds), even as capital needs for small businesses have grown.
Time and inflation have eroded the SBIC program’s real investment capacity, making it harder for small businesses to get the growth capital they need.
The Investing in All of America Act:
- Enables more investment in small American businesses across all of America, with additional benefits for investments made in rural and low-income areas of America without subsidies or additional spending;
- Is specifically designed to support domestic manufacturing and critical technologies; and
- Maintains strong safeguards that protect taxpayers.

- Companion legislation has been introduced in the U.S. Senate with bipartisan support.

What Are SBICs?
SBICs are privately managed investment funds that are licensed and regulated by the U.S. Small Business Administration (SBA). SBICs invest exclusively in American small businesses, with the private sector taking the lead in identifying promising opportunities and SBA providing match funding through low-cost leverage.
This public-private model has a long record of success as a zero-subsidy partnership that:
- Drives long-term growth capital to small businesses
- Helps companies expand, innovate, and hire
- Supports local economies with job creation in every state and region of the country
Small businesses are the backbone of the American economy, responsible for roughly two-thirds of all new jobs created in our country. Yet, far too many local businesses — especially in rural and underserved communities — still struggle to access the capital they need to grow and thrive.
