SBIA Expresses Support for Investing in All of America Act
This legislation will expand access to capital for small businesses, particularly those in rural or low-income areas.
March 11, 2025 (Washington, D.C.) –The Small Business Investor Alliance (SBIA) strongly supports the Investing in All of America Act, introduced by U.S. Representatives Dan Meuser (R-PA) and Hillary Scholten (D-MI). This legislation aims to expand capital access for small businesses by increasing the amount of capital that Small Business Investment Companies (SBICs) have to invest in small businesses, particularly those in rural and low-income areas, in the manufacturing sector, and in industry sectors vital to national security.
SBICs are highly regulated investment vehicles that provide critical financing to American small businesses. SBICs raise private capital, and that private capital is amplified by leverage from the Small Business Administration (SBA). The proposed reforms would remove limits for investments in rural or low-income areas, domestic manufacturing, and key national security industries from the leverage cap – without introducing new spending, additional costs to taxpayers, or increased regulatory burdens.
“This is smart policy that will help small businesses and manufacturers access the capital they need to grow, particularly those in low income and rural parts of the country, without new federal spending, regulations, or mandates,” said SBIA President Brett Palmer.
