SBIA expresses support for Senate introduction of Investing in All of America Act
This legislation will expand access to capital for small businesses, particularly those in rural or low-income areas.
WASHINGTON, DC (May 22, 2025) – The Small Business Investor Alliance (SBIA) expressed strong support for companion legislation introduced by U.S. Senators John Hickenlooper (D-CO) and Roger Marshall (R-KS), the “Investing in All of America Act of 2025” that increases capital available to small businesses, particularly those in rural or low-income areas, manufacturing, and in industry sectors vital to national security.
Small Business Investment Companies (SBIC) are highly regulated investment platforms that invest exclusively in American small businesses. SBICs raise private capital and that private capital is amplified by leverage from the Small Business Administration (SBA). This bill would encourage investments in manufacturing, rural or low-income areas as well as in industry sectors that are critical to national security. There is no new spending, no additional cost to the taxpayer, or new regulatory burden associated with this reform.
“This legislation is a practical step toward revitalizing American manufacturing and ensuring small businesses have the capital they need to grow,” said SBIA President Brett Palmer. “By unlocking and incentivizing additional private investment in manufacturing, rural and low-income areas, and sectors critical to national security, this bill strengthens America’s economic competitiveness. This is no-cost, high-impact policy that supports job creation, economic resilience, and our national security.”
Companion legislation passed the House of Representatives unanimously last Congress and has been reintroduced. SBIA looks forward to working with Senators Hickenlooper and Marshall and their colleagues to pass this bipartisan legislation in the Senate and expand opportunities to increase small business investment across America.
