SBIA Applauds Committee Passage of the Investing in All of America Act
Legislation advances effort to expand access to capital for small businesses, particularly those in the manufacturing sector, in industries critical to national security, and in rural or low-income areas.
WASHINGTON, D.C. (July 22, 2025) – The Small Business Investor Alliance (SBIA), the national association representing lower middle market private equity investors, applauds the committee passage of the Investing in All of America Act, introduced by U.S. Representatives Dan Meuser (R-PA) and Hillary Scholten (D-MI). This legislation aims to expand capital access for small businesses by increasing the amount of capital that Small Business Investment Companies (SBICs) have to invest in underserved areas, domestic manufacturing, and industries critical to national security.
“This bill’s advancement reflects a strong commitment to growing the American small business economy,” said SBIA President Brett Palmer. “By modernizing the SBIC program to support investment in underserved communities, domestic manufacturers, and strategic industries, this legislation will help ensure more capital reaches the small businesses that power job creation, innovation, and supply chain resilience.”
SBICs are highly regulated investment vehicles that provide essential financing to America’s small businesses. They raise private capital, which is then amplified by leverage from the Small Business Administration (SBA). The proposed reforms would encourage investments in rural and low-income areas, U.S. manufacturing, and national security sectors by removing current limits on capital available for them. The reform does not increase federal spending, taxpayer costs, or regulatory burdens.
