SBIA expresses support for Senate introduction of bipartisan Investing in All of America Act

This bipartisan legislation will expand access to capital for small businesses, particularly those in rural or low-income areas.


WASHINGTON, DC (July 25, 2024) – The Small Business Investor Alliance (SBIA) expressed strong support for companion bipartisan legislation introduced by U.S. Senators John Hickenlooper (D-CO) and Roger Marshall (R-KS), the “Investing in All of America Act of 2024” that increases capital available to small businesses, particularly those in rural or low-income areas, and in industry sectors vital to national security.

Small Business Investment Companies (SBIC) are highly regulated investment platforms that invest exclusively in American small businesses. SBICs raise private capital and that private capital is amplified by leverage from the Small Business Administration (SBA). This bill would encourage investments in rural or low-income areas as well as in industry sectors that are critical to national security from the leverage caps. There is no new spending, no additional cost to the taxpayer, or new regulatory burden associated with this reform.

“This is smart policy that will help small businesses in underserved parts of the country access growth capital,” said SBIA President Brett Palmer.

Companion legislation passed the House of Representatives unanimously in April. SBIA looks forward to working with Senators Hickenlooper and Marshall and their colleagues to pass this bipartisan legislation in the Senate and expand opportunities to increase small business investment across America.
