SBIA Applauds House Passage of the Investing in All of America Act

Small business legislation moves to the Senate for further consideration

WASHINGTON, D.C. (December 1, 2025) – The Small Business Investor Alliance (SBIA), the national association representing lower middle market private equity investors, today commends passage of the Investing in All of America Act (H.R. 2066) by the U.S. House of Representatives. The bipartisan bill, led by Representatives Dan Meuser (R-PA) and Hillary Scholten (D-MI), now moves to the U.S. Senate for further consideration.

The legislation strengthens Small Business Investment Companies (SBICs) to expand access to growth capital for small businesses. Through targeted adjustments to existing capital limits, the bill is designed to increase the flow of private capital to small manufacturers, national security and technology-driven businesses, and companies located in rural or low-income communities – all without increasing federal spending or regulatory burdens.

“House passage marks a key step toward modernizing the SBIC program to reflect today’s market and small business needs,” said SBIA President Brett Palmer. “We appreciate the leadership of Representatives Meuser and Scholten and look ahead to the Senate’s work on this legislation. Small businesses are essential to America’s economic strength, and targeted improvements like these can help expand investment where it’s needed most.”
